Paul Foster CBE, FNucl
Chief Executive Officer
Paul Foster brings extensive leadership experience across the UK’s nuclear and industrial sectors. He spent 20 years at the Sellafield nuclear site, including tenure as Chief Executive Officer, leading complex, first‑of‑a‑kind programmes and delivering progress on one of the world’s most challenging nuclear projects, alongside significant community benefit initiatives.
Paul has served on the board of the World Association of Nuclear Operators and as Managing Director of Devonport Royal Dockyard, the UK’s only licensed nuclear submarine refit facility. He was awarded a CBE in the 2020 New Year’s Honours for services to business.
Andrew Carr
Chief Legal Officer
Andrew Carr brings deep legal and commercial expertise across the UK nuclear sector. He served as General Counsel at Sellafield for 17 years, having previously held senior legal roles at British Nuclear Fuels.
Widely regarded as a leading authority on nuclear law, Andrew provides specialist expertise across major projects, high‑hazard risk reduction and novel nuclear programmes, and plays a central role in supporting the company’s governance, licensing and compliance.
Chris Sheryn
Chief Development Officer
Chris Sheryn is responsible for building the Company’s delivery organisation and establishing strategic supply‑chain partnerships.
He brings extensive experience in supply chain strategy and operational performance across complex infrastructure programmes, with 15 years spent in the civil and defence nuclear sectors, supporting innovative delivery models that create value for investors and host communities.
Kenny McKay
Strategic Finance
Kenny McKay brings more than 30 years’ experience in ‘Big Four’ financial consulting, advising major programmes across infrastructure, defence and nuclear. His expertise spans debt structuring, transactions and financial modelling. He is supporting the mobilisation of private sector investment through Interpath Advisory’s partnership with Community Nuclear Power.
Jon Seddon
Financial Controller
Jon Seddon leads the company’s day‑to‑day and long‑term financial management, bringing senior leadership experience across highly regulated public and private sector organisations.
He has held CFO and Finance Director roles at the Nuclear Decommissioning Authority, the Office for Nuclear Regulation, and United Utilities, and has a track record across large‑scale programme delivery, organisational transformation and governance in capital‑intensive environments.
Sean Balmer
Chief Commercial Officer
Sean Balmer brings extensive commercial leadership experience across business development, project delivery and procurement in both government and the private sector. Within the nuclear sector, he has structured transactions generating more than £1 billion in revenue, overseen ten‑figure commercial portfolios, and led major divestments including the sale of Springfield Fuels to Westinghouse.
Lucy Powell
Communication and Engagement Director
Lucy Powell brings more than 30 years’ experience in corporate communications, working with organisations such as HMRC, Ministry of Defence, BT, Microsoft, and Sellafield nuclear site. Her career spans communications leadership for mergers and acquisitions, start‑ups, and large‑scale transformation programmes, including major crisis communications and nationally significant infrastructure projects.
